Massachusetts Information Technology Services Contract

The Commonwealth of Massachusetts, Operational Services Division has establish a contract with MaraTech Engineering Services to provide Information Technology services to the states of  Massachusetts, Vermont, New Hampshire, and Rhode Island.   MaraTech  provides System Engineering and Software Development Technical Specialist.  Below are examples of MaraTech's services.

 

MaraTech  developed Windows applications for the Commonwealth of Massachusetts Public Employee Retirement Administration Commission (PERAC).   These developments provide for Windows applications on Windows 95/98/2000 clients with a Windows NT Database Server.    Sybase is being used as the Database Management System and the PowerBuilder Rapid Application Development environment is used to develop the graphical user interfaces. There were three primary applications developed, the Disability Application, the Calculation Verification Application, and the WageMatch Application.   These applications provide for the actuarial valuation and statistical analysis of the 106 Massachusetts public employee retirement systems.

The Disability application schedules and tracks medical panels for disability retirement applicants and for the re-examination of disability retirees. Generally, this application involves the generation of notices to multiple parties, maintenance of medical vendor data, invoices, and a scheduling component that links vendors to applicants by medical specialty, physical condition and geographic location of vendor and applicant. Claims and payments to vendors are also processed.

The Calculation Verification application calculates the retirement, disability, and/or survivor benefits submitted by the 106 public retirement boards. It also recalculates benefit calculations when an original allowance is changed due to new facts, appeal rulings, etc. It also calculates ‘pro-rations’ – those benefits whose cost is borne by more than one retirement system because a retiree rendered service in more than one retirement system. Additionally, it also recalculates disability retirement allowances when the benefit has been modified in light of outside earnings.

The WageMatch application obtains earnings information from approved disability retirees and compares it to information received from the Department of Revenue (DOR). We exchanged information with DOR in defined formatted files.

Each application automatically generates letters for all aspects of processing to include notifications, appointments, nurse notes, invoices, and other letters to applicants, boards, and physicians. Many reports are generated that assist in the process and other statistical reports are generated for management purposes. Additionally, an Ad Hoc Query capability is available.

MaraTech also developed a database system for the Massachusetts Office of Travel and Tourism.  This system  provides a Visual Basic developed user interface application which accesses an MS SQL Server database.  Operators enter telephone and mail requests for Massachusetts Travel & Tourism information through a user-friendly interface.  Additionally, internet requests for information are processed on demand.   Mailing labels are processed on a daily basis to fulfill the requests.  Reports are generated on demand to track demographics and trends.
