1. Commercial Job Title: Technical Director

The Technical Director is the primary technical advisor to the customer and to MaraTech’s Program Managers.

Minimum/General Experience: Ten (10) or more years relevant experience with at least two years technical management experience. Experience must be relevant to specific project requirements.

Functional Responsibility: The Technical Director performs program analysis and technical management tasks and provides analytical support and guidance in the accomplishment of all project related technical activities. In addition, he/she:

• Performs program planning including risk identification and mitigation planning, project resource planning, project scheduling, and financial projections.

• Tracks program resource, budget, and schedule data to identify and correct potential problems and manages program resource allocation to ensure satisfactory completion of projects.

• Provides program management reports and supports contractor/customer program management reviews.

• Provides risk management services, project implementation planning, document management, and archiving.

• Ensures that all deliverables satisfy each customer’s requirements and that complex projects are completed within budget and on time.

• Enforces work standards to ensure that the project complies with MaraTech quality.

• Provides technical as well as management guidance to project personnel.

• Recommends, plans, and directs studies. Reviews and evaluates studies, interprets the results, and establishes the best approach to the problems involved based on knowledge of the problems and applicability of potential approaches.

• Analyzes problem studies and problem history and prepares managerial reports, including feasibility and desirability of extensions or modifications to the program or system.

Minimum Education: A Bachelor’s and Master’s degree in an appropriate technical or business discipline is required. An additional four (4) years of experience may be substituted for a Master’s degree.

2. Commercial Job Title: Program Manager

The Program Manager is the authorized interface and primary point of contact between MaraTech and the customer and is responsible for overall project performance.

 Minimum/General Experience:  Ten (10) or more years relevant experience with at least two years management experience.  Experience must be relevant to specific project requirements.

 Functional Responsibility:  The Program Manager performs program analysis and management tasks and provides management support and guidance in the accomplishment of all project related activities. In addition, he/she:

3. Commercial Job Title: Lead Software Engineer

The Lead Software Engineer provides consulting and services in the analysis, design, integration and installation of complex information technology software and systems. He/she conceives, analyzes, and designs complex software, applications systems or information systems and develops technical solutions to a customer's unique requirements. The Lead Software Engineer has frequent inter-organizational and customer contact.

Minimum/General Experience: Seven (7) or more years relevant experience. Experience must be relevant to specific project requirements.

Functional Responsibility: The Lead Software Engineer performs high level software engineering tasks, often requiring development of new techniques. He/she provides analytical support in the conceptualization, development, and implementation of software engineering methods. In addition, he/she:

• Reviews customer requirements, and refines processes to reduce software engineering time.

• Recommends, plans, and directs studies. Reviews and evaluates studies, interprets the results and establishes the best approach to the problems/resolution involved based upon knowledge of the problems and applicability of potential approaches.

• Provides analytical support in the conceptualization, development, and implementation of multiple, interlinked systems and programs.

• Performs process data modeling, including original research into modeling techniques.

• Analyzes problem studies and problem history and prepares technical and managerial reports, including feasibility and desirability of extensions or modifications to the program or system.

• Develops and applies advanced software design methods, high level theories, and research techniques in the investigation and solution of complex technical problems.

• Performs task management activities including risk management services, implementation planning, task tracking, scheduling, and resource management. Ensures that all deliverables satisfy project requirements and that complex tasks are completed within budget and on time.

Minimum Education: A Bachelor’s and Master’s degree in an appropriate technical or business discipline is required. An additional four (4) years of experience may be substituted for a Master’s degree.

4. Commercial Job Title: Senior Software Engineer

The Senior Engineer provides consulting and services in the analysis, design, integration and installation of complex systems. He/she conceives, analyzes, and develops technical solutions to customer unique requirements. He/she may provide technical direction to professional staff members working on a specific project, with responsibility for the technical accuracy and satisfactory completion of the project.

Minimum/General Experience: Five (5) or more years relevant experience. Experience must be relevant to specific project requirements.

Functional Responsibility: The Senior Software Engineer performs tasks of a complex nature using both standard and non-standard analysis, design, and software engineering methods and techniques. He/she solves major technical problems. In addition, he/she:

• Develops and applies software engineering methods, complex theories, and research methods in the investigation of difficult technical problems. Also analyzes, evaluates, and plans methods and approaches for solving complex problems.

• Plans, organizes, and conducts technical projects for designing and deploying systems. Designs and optimizes systems.

• Analyzes changes and enhancements and determines impact on existing production software, software design, standards, and operating procedures.

• Provides technical support in the resolution of complex user-developed problem areas. Educates staff on how to resolve user problems and fully documents software-oriented user problems

Minimum Education: A Bachelor’s degree in an appropriate technical discipline is required. An additional four (4) years of experience may be substituted for a degree.

5. Commercial Job Title: Software Engineer

A Software Engineer provides consultation and services on technical issues of a non-routine and complex nature and may provide direction to junior level technical or non-technical personnel on an assigned project.

Minimum/General Experience: Two (2) or more years relevant experience.

Functional Responsibility: A Software Engineer performs software engineering tasks of a moderately complex nature which require both standard and non-standard design and advanced software engineering techniques. In addition, he/she:

• Determines customer's requirements for final program or system.

• Plans and conducts technical projects.

• Plans projects including the evaluation of current limitations; defines and selects the most appropriate concepts and approaches; designs and implements moderate to major installations; resolves typical problems; and analyzes requirements.

• Designs software tests and analyzes problems and test results. Participates in developing test strategy and oversees major but specialized areas of testing.

• Reviews errors noted in system operation, determines the basis for errors and prepares documents detailing how to correct errors. Corrects small errors and tests corrections. Prepares modifications to system or key sections of the project.

• Develops multimedia training programs and presentations on a wide range of subjects.

Minimum Education: A Bachelor’s degree in an appropriate technical discipline is required.

6. Commercial Job Title: Lead Engineer/Analyst

The Lead Engineer/Analyst provides consulting and services in the analysis, design, development, integration, and installation of complex information technology systems. He/she conceives, analyzes, and designs complex solutions to a customer's unique requirements which require an interdisciplinary approach using principles of economics, engineering, computer science, life-cycle analysis, and human behavior. The Lead Engineer/Analyst has frequent inter-organizational and customer contact.

Minimum/General Experience: Seven (7) or more years relevant experience. Experience must be relevant to specific project requirements.

The Senior Engineer Technician applies standard engineering theories, methods, and research techniques in the investigation and solution of technical problems

Minimum/General Experience: Four (4) or more years relevant experience.

Functional Responsibility: The Senior Engineer Technician plans and designs processes, components, or equipment working in conjunction with requirements and specifications developed by more senior staff. In addition, he/she:

• Conducts or supports components of investigations and experiments pertaining to the development of new designs, methods, materials, or processes and investigates possible applications of results.

• Obtains, correlates, and analyzes technical information needed to accomplish assigned tasks and prepares engineering reports, charts, graphs, and other documentation.

• Maintains safety programs and assists in safety inspections and follow up reporting.

• Monitors facility support systems; prepares recommendations for changes and upgrades; orchestrates, oversees and/or completes emergency repairs and routine maintenance; responds to facility emergencies; and monitors security procedures.

• Recommends changes and enhancements to operational procedures.

 Minimum Education: Associates degree or equivalent training or two (2) years additional related experience. Bachelor’s degree may substitute for four (4) experience.

10. Commercial Job Title: Engineer Technician

The Engineer Technician applies standard engineering theories, methods, and research techniques in the investigation and solution of technical problems

Minimum/General Experience: One (1) or more years relevant experience.

Functional Responsibility: The Engineer Technician plans and designs processes, components, or equipment working in conjunction with requirements and specifications developed by more senior staff. In addition, he/she:

• Conducts or supports components of investigations and experiments pertaining to the development of new designs, methods, materials, or processes and investigates possible applications of results.

The Support Specialist II accomplishes support work in direct support of other senior personnel.

 Minimum/General Experience: Six or more years experience.

 Functional Responsibility:  The Support Specialist II performs specialized tasks in support of project activities as directed by senior personnel.  Assists in all aspects of work to include hands-on environmental services as directed by senior personnel, office administration, and facility operation activities.  Performs recurring tasks without supervision.

 Minimum Education:  High school diploma or equivalent.

12. Commercial Job Title: Support Specialist I

The Support Specialist I accomplishes support work in direct support of other senior personnel.

Minimum/General Experience: No experience required.

Functional Responsibility:  The Support Specialist I performs specialized tasks in support of project activities as directed by senior personnel.  Assists in all aspects of work to include hands-on environmental services as directed by senior personnel, office administration, and facility operation activities. 

Minimum Education:  High school diploma or equivalent.
